In Sierra Leone, IFES/NEC Organise Biometric Voters Registration Training for 2012

The International Foundation for Electoral Systems IFES with funds from USAID and the National Electoral Commission NEC have organised a one day awareness and sensitisation forum on the procedure and technicalities of the newly introduced Biometric Voter Registration System on Wednesday 26th October, 2011 at the Mamba Point Wilberforce in Freetown.

 

Chairing the forum, Mrs. Georgette DeMarke of the National Commission for Democracy said Biometric Registration is the use of technologies that measure and analyse human body characteristics, such as fingerprints, eye retinas and irises, voice patterns, facial patterns and hand measurements, all aimed at authenticating the process.

 

In her statement on behalf of NEC, Commissioner Miatta French said the main purpose of using Biometric Voter Registration is to prevent identity theft and duplicate of multiple registrations during the process. She disclosed that from the November 1st to the 3rd they will conduct Field Pilot Voters Registration Test in 14 Electoral Districts Headquarter Towns, adding that there are 800 kits in which 750 will be deployed for the process.

Commissioner French went on to say that the registration machine will detect multiple registrations and if an individual is caught committing electoral malpractices will face the adjudication team comprising of NEC, PPRC and the Police. She said there will be 2,998 registration centres, 8,860 polling stations. She said the 2012 election registration will officially start on the 23rd January unto the 26th March and in June all registered would have had his/her I.D and that at the last quarter of 2012 the Presidential and Parliamentary Elections will be held. She then urged Political Parties to thoroughly educate their supporters about the process.

 

Mr. Augustus Davies on behalf of IFES pledged that with support from USAID they will continue to provide necessary support to stakeholders and citizens in their quest for true democracy. He then highlighted the role of each stakeholder in the electoral process as the media should be accurate, impartial and independent in their reporting, adding that the media must be free from political connections in reporting electoral process or else they will prejudice the process.

 

The Media, he said is the mouthpiece of the people and for this they must be ready to give the people the right information at all times.

 

The Civil Society Organisations, he said, must work with the people side by side, and the political parties, they must be prepared and able to educate their supporters about the process, that is, from registration to voting. Freedom is when the people can talk, media act as intermediary.

 

And democracy is when government listens to the people, he said.

 

Delivering the keynote address, the chairman of the Independent Media Commission Mr. Rod Mac-Johnson, who spoke on the theme The Role of the Media in Election Process said the media should play the role of being a fair and honest observer of the election, produce credible and impartial stories and information, fearless in investigating and exposing issues that the public need to know about.

 

He said the media should be supplied with accurate information as per the roles of the National Electoral Commission in announcing results of the elections and to provide up-to-date flow of information of the process.

 

Mr. Mac-Johnson stated that the media need to develop the skills to appropriately report the speeches of politicians and their manifestoes, to enhance lively and balance debates and also play the role of maintaining peace during and after elections.

 

He then frowned at newspapers and radio rivalries as it is against the ethics of the profession and it also degrade the standard of the profession.


He called on all to continue playing the role as watchmen so as to ensure balance between the rule and the rulers.

An interactive session climaxed the forum.
