Outcome of the BVR De-duplication Administrative Enquiry

After the Biometric Voters Registration De-duplication analysis in Brussels, Belgium, the Commission set up an Administrative Enquiry from 6th 10th June, 2012 to verify individual cases of multiple registrations. The Committee consisted of Electoral Commissioners & Technical Experts and the process was observed by Political Parties, other stakeholders and the Police.

 

Analysis of the De-duplication Administrative Enquiry

From 3rd June, 2012, the de-duplication service provider transported registration records to Freetown, set up work station and installed the software for the enquiry process. Computer operators were trained and observers were briefed. On 8th June, 2012, computer operators reviewed all 9,890 cases of potential duplicate records and flagged 974 cases as identical with the probability of being real duplicates.

 

The 974 entries (potential real duplicates) were reviewed by the Administrative Enquiry Panel to determine which ones were technical and which ones were fraudulent. Fraudulent duplicate refers to, those registrants who registered on different dates, centers, outfits in a form of disguise, different personal details but with the same face and fingerprints. Technical duplicates are those registrants who registered on the same date, centre, outfits with very close registration serial numbers and with the same personal details.


The Administrative Enquiry came up with the following results which each

The 794 duplicate cases will be addressed during the Exhibition process simultaneously in all the 2,998 voter registration turned exhibition centers nationwide.

 

Missing Biometric Voter Registration Data

The recapturing of missing biometric data from 41 BVR Centers will be done from 30th June 14th July, 2012. Analysis of centers affected per district is as follows:

Exhibition and Distribution of Voters ID Cards

Recruitment of 8,944 Exhibition Officers and 394 Enquiry Officers has been completed. Modalities have been put in place for training of all categories of staff. The distribution of Voter ID Cards and Exhibition will take place form 30th June 20th July. Publication of Claims will take place from 9th 16th July, 2012 and finalization of all claims will take place from 15th July 9th August, 2012.

 

Revision of Councilors List for Paramount Chief Members of Parliament Elections

The Commission is currently collaborating with the Ministry of Local Government and Rural Development for the revision of Chiefdom Councilors list for Paramount Chief Members of Parliament Elections slated for 10th November, 2012.
