In Sierra Leone, Civil Society Monitoring Groups trained

The rounds of training for civil society monitoring groups which commenced on the 17th July 2012 in Bo and  replicated in Kenema and Makeni respectively, ended on Tuesday 24th July 2012 in Freetown. The western area training targeted  civil society groups monitors for both the Western urban and Western rural areas .


In his opening courtesy and presentation, the Director of NACS Secretariat Mr. Nabilahi Musa Kamara said, their visit to the provinces brought much feed backs as it  strengthened the work of the NACS. This training he said was to provide monitors with the necessary skills in assessing the level of compliance in the implementation of the National Anti-Corruption Strategy (2011-2013) by MDAs in the first and second quarters of the year.


He further said the training was necessary as there are new trends in the work of the Secretariat which have to do with the establishment of Integrity Committees and focal persons in MDAs, including local councils. 

 

He also revealed that the local council can now be monitored on the accomplishment and achievement of their action plans.


Monitoring and Compliance Officer of the ACC Mr Saidu Marrah who was one of the trainers, helped the team with basic knowledge in monitoring, a process that involves    checking the progress made against plans.


The Head of Public Education Unit of the ACC-Ms Koloneh Sankoh stated  that although the Commission was looking for an independent body to monitor the implementation of the NACS, the need for the monitors to live by the codes of conduct and ethics of the job is paramount. She advised the civil society monitors to do their job with integrity and confidentiality and should try to avoid the tendency of conflict of interest in the dispensation of their duties.  The monitoring exercise is expected to start in August this year. 


Monitors who belong to the civil society monitoring group (CSMG) will be issued letters of identification and authority, during the monitoring period for focal persons to provide access and support in the MDAs to be visited.
