In Sierra Leone, World Bank Meets Parliamentarians

The new World Bank Country Manager for Sierra Leone, Mr. Francis Ato- Brown has met the Clerk of Parliament & members of the Public Accounts and Finance Committees as well as members of the Parliamentary Service Commission.

 

Also in attendance were the Whip of the Minority Party, Chairman of the Health Committee and the Development Partner Coordinator in the Parliamentary Assistance Coordinating Office.

 

This is part of a series of introductory meetings for the Country Manager to relate with stakeholders, share the Country Assistance Strategy and seek a better understanding of the challenges and opportunities viz the Banks overall development assistance.

 

The Clerk of Parliament, welcoming the Country Manager, made reference to series of parliament programs that have been supported by the World Bank. He expressed appreciation to the Bank for its interest in improving on the capacity of Parliament to better perform its monitoring and oversight functions.

 

The Whip for the Minority Party in Parliament referred to the Country Managers visit as recognition of Parliaments role in ensuring value for money for World Bank funded projects; noting that the only meaningful interaction between Parliament and the Bank had been during the ratification of loans and agreements.

 

These sentiments were shared by the Deputy Chair of the Public Accounts Committee who described the visit as smart move that signals a new approach in the relations of the Bank and Parliament. The Deputy Public Accounts Chair made a specific reference to a World Bank sponsored study tour to the Kenya Parliament which he said offered them a good insight into how an effective and autonomous Parliament should function.

 

He added that with the experience gained from that tour, the Sierra Leone Parliament could lead the way in West Africa on the Kenya model.

The Development Partners Assistance Coordinator also applauded the Country Manager for this new approach with Parliament and said that continued support to parliament is crucial in enhancing its effectiveness not only in its supervision of projects but also in the core aspect of information sharing and dissemination.
