Constitutional & Statutory Mandates to monitor the conduct of political parties

The Political Parties Registration Commission (PPRC) wishes to remind all political parties and the public of its Constitutional and Statutory Mandates roles to monitor the conduct and affairs of political parties in Sierra Leone. In partial fulfillment of its mandates, the PPRC has set in motion, mechanisms to monitor the conduct of political parties during the nomination and campaign periods. In this vein, the Commission has thought it prudent to inform all political parties and the public that it will monitor the conduct of political parties along indicators it has developed. These include but not limited to:Â

a. Level of adherence by Political Parties to the Political Parties Act, the Public Election Act and other laws of Sierra Leone;
b. Level of intimidation and other forms of violence by political parties and their supporters;
c. Level of inciting statements by party operatives through radio and TV discussion programmes;
d. Use of state resources by political parties and candidates for political activities
e. Presence of party operatives at polling centers
f. Level of intolerance by one party or parties in others from campaigning    Â

In much the same vein, the Commission wishes to draw the attention of political parties and their obligations to the Code of Conduct of political parties and the Declaration on the 2012 Elections signed by all political parties on the 18th May, 2012.

In that Declaration, all political parties in part, committed themselves to “uphold the Rule of Law and maintain the core principles of democracy, of free debate …in an atmosphere of mutual respect. Furthermore, all the political parties committed themselves to “negate the use of violence as a political tool and shall not advocate or resort to such illegal measure, maintain militias, or resort to the use of hate speech during rallies, processions or campaigns.”Â

Consistent with its Constitutional and Statutory Mandates, the Commission calls on all political parties to urge their members and supporters to exercise restrain from indulging in any form of violence or breach of the Political Parties Act, the 1991 Constitution of Sierra Leone and Terms and Conditions of their registration. It therefore behooves all political parties, their membership and supporters to abide by the rules and regulations governing the electoral process.
