The attention of the Ministry of Agriculture, Forestry and Food Security has been drawn to a front page headline in the Wednesday, March 27th, 2013 edition of the Satellite Newspaper titled; Massive Corruption Engulfs Agriculture Ministry.

 

The Newspaper, among other things claimed that the Honorable Minister of Agriculture, Dr. Joseph Sam Sesay has been influencing procurement processes of the Ministry in favour of foreign nationals for kickbacks.  The Newspaper particularly made mention of a certain procurement activity carried out by one of the Ministrys projects the Agriculture Sector Rehabilitation Project (ASREP), claiming that the said contract was about to be awarded to a foreign national.

 

While the Ministry believes that the said claims are untrue, we equally wish to inform the general public that the Agricultural Sector Rehabilitation Project (ASREP) is sponsored by the African Development Bank (ADB) whose procurement procedures take precedence over those of the Government of Sierra Leone.

 

As a project under the Ministry of Agriculture, Forestry and Food Security, ASREP has undertaken several procurement activities between 2012 and 2013 towards the construction or rehabilitation of feeder roads, agric infrastructure and providing training and support services to the Ministry and other relevant institutions such as the Sierra Leone Agricultural Research Institute (SLARI) in a  fair, transparent and competitive manner.  As such, the project and indeed the Ministry is not aware of any situation in which a bidder has forwarded a report to the Independent Procurement Review Panel  (IPRP) or the media, contesting any bid opening or contract awards. 

 

Regarding the quoted bid reference number; MAFFS/ASREP/ICB/0313 for the supply of generators and vehicles in the said publication, we wish to inform the general public that the said procurement activity is still ongoing and therefore no contract would be awarded without a proper bid evaluation and a No Objection from the ADB. 

 

The Ministrys procurement processes are normally carried out in stages - in strong compliance with the Government of Sierra Leone and the ADBs procurement rules. Such stages would include: Advertising, Bid Opening, and Technical Evaluation (to prove due diligence), Approval from Procurement Committee and a No Objection from the ADB (which would also carry out an independent review of the process). 

 

The Ministry also wishes to state that the Honorable Minister is a man of unquestionable integrity who has worked hard to transform the countrys agriculture sector. He believes in the growth and development of the countrys private sector and hence would not deprive ordinary deserving Sierra Leoneans from taking part in activities that would lead to a hunger and poverty free Sierra Leone.
