RECRUITMENT OF A GENERAL MANAGER FOR TRANSCO CLSG

PUBLICATION NOTICE

The West African Power Pool (WAPP) is an institution established by the mandate of the Economic Community of West African States (ECOWAS), to among others,develop a sustainable regional electricity supply system in order to promote the economic growth of the ECOWAS sub region.To achieve this objective, there is the need for WAPP develop and implementation of key infrastructure so that all ECOWAS member states are given access to economic energy resources.

 

Within this framework, WAPP in collaboration with the Government of Cote dIvoire, Liberia, Sierra Leone and Guinea is developing a sub-regional interconnection project referred to as the CLSG Interconnection Project. The project is approximately 1,349 km of 225 kV transmission network that will link various towns in these four (4) countries. In this vein, a supranational company known as the CLSG Regional Transmission Company, (by abbreviation TRANSCO CLSG) has been established by the Heads of States and Government of the four countries. The company will be responsible for the financing, construction, operation, maintenance and develpment of the CLSG transmission interconnection line.

 

The Board of Directors of TRANSCO CLSG, with the support of a Recruitment Agency, intends to recruit the General Manager of TRANSCO CLSG with the following job description and requirements.

 

General Manager

 

Overview of Position

The position of General Manager of the TRANSCO CLSG is a senior Executive Management position created to provide strategic leadership and managerial direction to the planning, coordination, development, operation and maintenance of the CLSG Interconnection Project.

 

Job Relationship & Location

The position reports directly to the Board of Directors and is directly responsible for the performance of the PIU Director as well as other managerial staff of TRANSCO CLSG.

 

The jobholder will be initially based at the WAPP Secretariat in Cotonou, Benin. S/he will eventually be based at the TRANSCO CLSG head office to be located in any one of the four (4) CLSG countries.The position is a full time one, on an initial contract of four (4) years, renewable by a decision of the Board of Directors.

 

The following persons may not apply for the position:

Persons who hold an elected or other government office or are members of any regulatory authority in the electricity sector

 

Scope of Work

The position will have broad responsibility for the:

 

a) Establishment and implementation of all key structures and institutional documentation, procurement of logistics and recruitment of top level human resources of the TRANSCO CLSG to ensure that the company becomes a fully functional organizational entity;

 

b) Provision of the leadership, management and vision necessary to ensure that the interconnection line conforms with laid out plans, requirements and specifications and close monitoring of all phases of the project - pre-construction, construction, operation and maintenance through effective supervision of direct reports and through the institution of effective operational and financial controls, administrative and reporting procedures as well as institution of proper people management systems.

 

c) Ensuring the quality assurance, efficiency, productivity and commercial viability of the interconnection line through effective managerial oversight, prudent financial management and efficient human resource management.

 

d) Ensuring effective interface with key stakeholders in order to build positive and lasting relationships among them. These include funding agencies, project partners, shareholders, regulatory agencies, national and local authorities among others.

 

e) Ensuring that all obligations of the TRANSCO CLSG under the International Project Agreement are met.

 

Minimum Requirements

a) University degree in Electrical Engineering and a 2nd degree in Project Management, Business Administration or equivalent management related field of study;

 

b) Minimum of fifteen (15) years increasingly responsible broad experience in the power industry, preferably managing large projects or managing transmission networks in a large company in the industry with at least ten years in a similar position;

 

c) Must have proven ability to manage complex engineering projects which include transmission line components, huge project finances as well as high level project staff;

 

d) Expert knowledge of at least two of the following areas :

       Power exchanges markets

       Power transmission contracts

       Planning and operation of power transmission networks

       Operating rules of an interconnected electricity market

 

e) Excellent knowledge and understanding of the electricity/power industry in particular must have a demonstrated experience in electrical energy issues in the ECOWAS sub-region;

 

f) Must have demonstrated ability to manage a complex organization through the work of others, including knowledge of management principles, ability to delegate authority and responsibility, and skilled human resource management;

 

g) Excellent oral and written communication skills;

h) Must be fluent in English or French with a good working knowledge of the other language.

 

i) Ability to quickly adapt and perform efficiently in a multicultural environment.
