Sierra Leone News: CEMMATS Ends ESIA Disclosure on Petrojetty in Freetown

CEMMATS Group Sierra Leone on Wednesday 30th April 2014 held a Public Disclosure on the Environmental and Social Impact Assessment (ESIA) of the Petrojetty, a new oil jetty project located in the Quarry and Kissy Dockyard communities in the east end of Freetown. The disclosure which was held at the Santanno House, Howe Street in Freetown attracted several ministries, departments, agencies and other well wishers. The aim of the disclosure was to update the public on the impact and the mitigating factors about the proposed jetty in order to make inputs, advices, recommendations, queries and suggestions.

 

In his welcome address the Chairman of the ceremony, Mr. James L. S. Kollie said the Environmental Impact Assessment study will benefit the community especially on the mitigation of hazards. He disclosed that the assessment will bring social cost and benefits to the host communities.


In his contribution, Environmental Protection Agency (EPA) representative, Mr. Tamba Gbandabla said their mandate is to address environmental issues especially on hazards and degradation. He said they give licenses to companies based on the ESIA Report done by a reputable institution. The public is also required to make inputs or recommendations based on what people perceived about the document, he disclosed. He furthered that they also look at the Community Development Action Plan, the Environmental Management Plan as well as the impact and mitigation of companies.

 

In her presentation, Petrojetty Technical Engineer, Samantha Eiscuhaver said they are under the parent company ORYX Energies working in collaboration with Addax Bioenergy. According to her, they have been in Africa for over 25years and that the new jetty will supply oil to satisfy Sierra Leones improvement. She went on, 50years is the minimum life span of the jetty adding that they are going to operate the company for only 21 years and according to their concessional agreement, government will take ownership for the remaining years. She said the jetty is going to be located some 250 meters from the old jetty in the industrial area along the Sierra Leone estuary in the Quarry and Dockyard between the Personage and New Road.


She said they will be dealing in fuel oil, diesel, kerosene, jet A1, petrol, bio-ethanol and liquefied petroleum gas. She revealed that the provision of four future pipes for crude oil, bitumen and oil pipes including spare pipes. According to her, the jetty will supply the oil company terminals in the Kissy industrial area. She finally informed that the jetty will allow the berthing of tankers of up to 55,000 tons and allow the transfer of the various products.

In his statement, the Member of Parliament for Constituency 101, Hon. Abdul S. Kanu said his people appreciated the establishment of the company. He disclosed that the participation of his constituents in the community public disclosure held recently was a clear manifestation that they whole heartedly welcomed the project in their communities. 

Comprehensive ESIA studies  presentations were made by CEMMATS experts on the project features, impact, mitigation, management and monitoring measures, while questions, answers, recommendations, views and other inputs were made by participants at the end of the presentations.
