Sierra Leone News : Bike Riders Remanded for Brutalizing SLRSAís Vehicle Examiner

Magistrate Abdul Carew of the Kambia Magistrate court has on Thursday 11th August 2016, remanded two bike riders for brutalizing in Kambia (Koinadugu District) the Sierra Leone Road Safety Authorityís (SLRSA) Vehicle Examiner, Rev. Francis Kanu-Mansaray.

 

The particulars of offence has it that the two bike riders- Ibrahim Sorie Madowa and Osman Yealie Sankoh on the 21st of July 2016, incited a group of other bike riders to beat up the vehicle examiner, abandoning him with pains and serious bodily harm. They were arraigned for three counts charges of incitement, bodily assault, and conspiracy contrary to the laws of Sierra Leone.


Testifying at the Kambia Magistrate court on Thursday, Detective Police Constable Mohamed Sesay attached to the Criminal Investigation Department of the Kambia Police Division, said while he was on duty on Thursday 21st July 2016, Rev. Francis Kanu Mansaray came to the Police station and reported that he was bludgeoned by a group of bike riders led by Ibrahim Sorie Madowa and Osman Yealie Sankoh.

 

ďHe was having wounds on his body so I prepared a medical form for him. He was admitted at the hospital and was discharged on 23rd July 2016.

 

Detective Police Constable (DPC) Mohamed Sesay told the court that after taking statement from the complainant and his witnesses, he took them and a private photographer to the scene and carefully observed that the scene was a bush.

 

ďHaving made all efforts to get the accused persons, but to no avail, we issued a warrant of arrest for the accused. On 5th August 2016, we executed the arrest.

 

The complainant, Rev. Francis Kanu Mansaray, told the court whilst doing the SLRSAís normal activity of arresting unlicensed and unregistered motor bikes on Thursday 21st July 2016, he arrested a motor bike rider Osman Yealie Sankoh because his bike was unregistered and unlicensed.

 

ďI asked him to go with me to the SLRSAís office in Kambia so that he could register and license his motor bike but he refused. He then called Ibrahim Sorie Madowa who is the Bike Ridersí Chairman of the district.

 

ďWhen I came onboard the bike, the rider carried me away in terrific speed. I turned to Ibrahim Sorie Madowa and I saw him making a gesture signaling that the other bike riders should follow us. I was taken to a bush where all of them were kicking and hitting me, until I was hopeless and they ran away when they saw my Road Safety Corps who were also chasing the motor bike,Ē he narrated.

 

He said he was then taken to the Police station where he was issued a medical form and he was admitted at the Kambia Government Hospital. 

 

An eye witness, who identified himself as Anthony Abdul Raman Sesay, told the court that on his way from his house, about 50 meters away, he saw a group of unknown commercial motor bike riders who were holding helmets and rushing to a particular direction.

 

ďAs I approached further, I heard someone shouting for help and I saw unknown bike riders beating him up. I immediately saw two members of the Road Safety Corps who were also approaching the scene and I knew they were going to rescue the vehicle examiner. As I continued to go further, I saw Osman Yealie Sankoh and I made a report to the Police,Ē he said.

 

Another Testifier, Road Safety Corps (RSC) Ibrahim Gibson Fofanah, told the court that they were going to the Kambia lorry park to arrest unregistered and unlicensed motor bike, noting that Rev. Francis Kanu Mansaray was sent ahead because he was in mufti.

 

ďHe was sent ahead because if the unregistered and unlicensed motor bike riders see us in uniform, they would run away. The rider, Osman Yealie Sankoh who was riding an unregistered and unlicensed motor bike, was having two pillions who were not putting on helmets,Ē he explained. He added that the vehicle examiner arrested him and asked him to take the bike to the SLRSAís office but he refused.

 

¬†ĒI saw Ibrahim Soria Madowa making a gesture to other riders urging them to chase the bike. We chased them and by the time we discovered where they took him, we saw the vehicle examiner by the side of a gutter crying of pains and I saw wounds all over his body,Ē he told the court.

 

Magistrate Abdul Carew however remanded the two accused and the matter was adjourned.
