Deputy Minister of Information and Communications, through the Sierra Leone–China Young Leadership Forum (SLCYLF),has on Saturday 25th September 2016, provided ten solar lights to the Waterloo community.
Hon. Cornelius Deveaux prior to his appointment as Deputy Minister of Information and Communications established (SLCYLF) which had implemented several projects around deprived communities within the Western Area Rural District, with sponsorship from the Chinese Embassy in Freetown, under China People–to–People Friendship Programme.

Commissioning the solar lights, Deputy Minister expressed delight that he was able to give back to the Waterloo Community. He said he was very happy that he had the opportunity to provide those solar lights given some of those places used to be dark during odd hours.
Deputy Chinese Ambassador to Sierra Leone, Wang, while making a statement said, Sierra Leone and China continue to enjoy strong bilateral ties. He affirmed the relationship has existed for over 45 years.
He noted that China is more concerned about changing the lives of people in deprived communities. Deputy Ambassador said electricity is one of the basic necessities of life, adding, no country can move forward without energy.
He assured the people of Waterloo that China is ready to continue with the cooperation, noting, both countries had enjoyed mutual benefits from the cooperation. Community stakeholders in Waterloo, including imams, pastors, headman and other opinion leaders have heaped praises on the Deputy Minister for reciprocating to the Waterloo Community.
He was unequivocal in his assertions that President Dr. Ernest Bai Koroma made no mistake by appointing Hon. Cornelius Deveaux as a Deputy Minister.
He was also happy Deveaux was appointed after forty years since someone from that part of the country is given a cabinet position.
High point of the event saw the Deputy Chinese Ambassador Wang and entourage in tandem with the community stakeholders on a conducted tour of the solar lights facilities erected at strategic locations in the Waterloo Community.
