              VACANCY ANNOUNCEMENTS


Background Information

The Strategy and Policy Unit (SPU) is the technical arm in the Office of the President, set up as part of the Governments efforts at rationalizing functions and institutions in the Civil Service. The SPU will champion the implementation of the Governments Agenda for Change as agreed upon at the first Government Retreat held at Bumbuna and, in particular will enable the Presidency to deliver the following key results within the next three years:.

     A coherent policy framework for the implementation of the Agenda for Change;

     Strategic  guidance, coordination, and leadership in support of Ministries and Development Agencies formulating key policies and programmes;

     Performance contracts between the President and Ministries, Departments and Agencies (MDAs) designed, approved and monitored;

     A Results Based Management system and processes to monitor and support the implementation of the Agenda for Change, and associated government programmes;

     Policy papers developed on matters of strategic importance to the country.

 

The SPU is inviting applications from suitably qualified Sierra Leoneans, at home and abroad, to fill the key operational positions outlined below:

 

Salaries

Attractive salaries, commensurate with the challenges of the posts, will be offered to successful candidates.

 

Duration of Contracts

Contracts to successful candidates will be issued for an initial period of one (1), subject to annual review with a possibility of renewal.

PROGRAMME ANALYSTS (2)

Responsibilities

Reporting directly to their respective Advisers, the two Programme Analysts will constitute the operational vanguard for driving and achieving the Governments key delivery priorities, working within the framework of indicative MDA Clusters, while also ensuring coherence and coordination with the activities of other SPU operational teams.  Among the key tasks expected to be carried out are the following:

 

Specific Tasks

1. Provide lead support role in developing systems for managing cross-cutting issues affecting service delivery, and in improving links between MDAs and the wider goals of the SPU;

2. Undertake review and research of the activities, policies and strategies of all MDA within respective SPU portfolios and provide information or activity reports as required;

3. Analyse, process, consolidate and evaluate data for the formulation of policies and preparation of briefs, operational guidelines, criteria, indicators, bench marks, position papers, progress reports and other documents to support the activities of the SPU;

4. Provide lead role in the internalization of best practices and lessons learned, distilling recommendations for policy and strategy analysis and review;

5. Coordinate identification and effective dissemination of emerging issues and policy challenges in the operations of the SPU;

6. Research and disseminate SPU and MDA transformational and reform messages throughout the civil and public sectors;

7. Provide lead role in understanding and supporting internal/external MDA information needs in relation to the operations of the SPU;

8. Ensure coherence and coordination with all operational teams of the SPU;

9. Any other task that may be assigned by the Coordinator or Advisers of the SPU.

 

Requirements

1.   A Masters Degree or equivalent in the Social Sciences, Development Economics, Business or Public Administration, Economics, Political Science or related field;

2.   At least three years of relevant experience at the national and international level providing management, advisory services with hands-on experience in design, monitoring and evaluation of development projects;

3.   Proven ability to lead strategic planning, results-based management and reporting, advocate and provide policy advice;

4.   Excellent interpersonal and communication skills;

5.   Ability to work under pressure, perform work of a confidential nature and handle large volume of work;

6.   Proven competence and experience in the use of computers and office software packages and in handling of web based management systems.

PROGRAMME ASSISTANTS (3)

Responsibilities

Under the guidance and direct supervision of the Programme Analysts, working in close collaboration with other operational units in the SPU and the Office of the President, the three (3) Programme Assistants will carry out the following key tasks:

1. Organize, manage and prepare materials for meetings with MDAs, UN agencies and the donors;

2.   Analyze, compile and prepare papers for relevant policy and operational discussion relating to the relevant portfolio of SPU Advisers;

3.   Work closely with liaison staff of senior government, UN agencies and international community;

4.   Accompany the Coordinator or Advisers to meetings as appropriate and take precise minutes in a timely manner;

5.   Draft and prepare correspondence, documents and reports some of which are confidential;

6.   Provide planning and organizational expertise in assisting in the development and capacity development for UNDP programming, as and when required;

7.   Organize and coordinate portfolio meetings in support of Coordinator/Principal Adviser and other SPU Advisers as required;

8.   Perform any other tasks that may be required by the Programme Analysts or SPU Advisers.

Requirements

1.   University degree or equivalent in the Social Sciences, Business or Public Administration, Economics or Political Science;

2.   5-7 years of progressively responsible administrative or programme experience at the national or international level;

3.   Proven ability to perform a variety of specialized tasks related to Results-based Management, including support to design, planning and implementation of programmes, managing data and reporting;

4.   Excellent interpersonal and communication skills;

5.   Ability to work under pressure, perform work of a confidential nature and handle large volume of work;

6.   Proven ability to use computer and office software packages (MS word, excel, access, power point etc) and experience in handling web-based management systems.

 

ADMINISTRATIVE AND FINANCE OFFICER (1)

Responsibilities

Under the overall guidance and supervision of the Programme Manager, working in close collaboration with other SPU operational teams and relevant departments in the Office of the President, the incumbent will provide leadership in executing administrative and financial services, while at the same time ensuring high quality and results-oriented approach, and promoting transparency and integrity in the utilization of human, administrative and financial resources. He/she will carry out the following key tasks:

1.   Ensures implementation of operational strategies, adapts processes and procedures focusing on management result;

2.   Ensures administration of budgets and provide at least quarterly financial expenditure report of the SPU, in accordance with UNDPs financial rules and regulations;

3.   Ensures proper control of supporting documents on funds and activities and maintain control of administrative records such as commitments and expenditures;

4.   Organizes procurement processes including preparation of RFQs or RFPs documents. Receipt of quotations, bids or proposals and their preliminary evaluation;

5.   Organizes workshops, conferences, retreats and coordinates transportation services, regular vehicle maintenance and insurance;

6.   Provides accounting and administrative support including the proper filing of the supporting documents;

7.   Ensures proper and functional cash management; and timely preparation and submission of periodic inventory reports

8.   Perform other related duties as required by the Programme Manager

 

Requirements

1.   University degree in Business or Public Administration with specialized certification in Accounting and Finance;

2.   5-7 years of relevant and progressively responsible experience in administration, programme support service and financial management;

3.   Proven competence in the use of computers and office software packages (MS Word, Excel, etc), advance knowledge of spread sheets and database applications, and experience in handling of web-based management systems.

4.   Excellent inter-personal and communication skills;

5.   Ability to work under pressure, perform work of a confidential nature and handle large volume of work and perform work.

 

ADMINISTRATIVE ASSISTANT (1)

Responsibilities

Under the guidance and overall supervision of the Administrative and Finance Officer, and working in close collaboration with the Secretary to the Coordinator, the Administrative Assistant will be expected to carry out the following specific functions:

1.   Support the Administrative and Finance Officer in ensuring the smooth administration of the SPU;

2.   Assist in maintaining an effective network of communications with government ministries, departments and agencies;

3.   Prepare special and/or one-time reports, summaries or replies to enquiries from the public;

4.   Screen incoming and outgoing mails and ensure appropriate routing of correspondence to Advisers or appropriate personnel for further action;

5.   Bring urgent matters to the attention of the appropriate Advisers or Team members;

6.   Any other duties assigned by the Administrative and Finance Office.

 

Requirements

1.   Completion of Secondary Education preferably with specialized certification in Administration and Finance. A degree in Business or Public Administration  would be desirable but is not a requirement;

2.   3-5 years of relevant administration and/or finance experience at the national or international level;

3.   Proven experience in the use of computers and Office software packages (Word, Excel, Power Point etc);

4.   Ability to work under pressure, perform work of a confidential nature and handle

 

ICT ASSISTANT (1)

Responsibilities

Reporting directly to the Programme Manager, the ITC Assistant will perform the following key tasks:

1. Assist in supporting and maintaining the SPU Website and Intranet;

2. Provide ICT support to key events and respond to user needs and questions regarding network access;

3. Ensure effective functioning of SPU hardware and software tools and packages;

4. Monitor network connectivity on a daily basis to ensure a stable and responsive network environment;

5. Assist in trouble shooting and solving network problems;

6. Assist in supporting network administration and in the provision of web management services;

7. Any other tasks that may be assigned by the Information Systems and Data base Specialist.

 

Requirements

1.   Secondary education with relevant certificates in hardware and software management and application (Microsoft Certification; Cisco Certification). University degree in Computer Sciences desirable but it is not a requirement;

2.   4-5 years of relevant working experience, including network administration, management of hardware and software platforms, telecommunication facilities;

3.   Good grounding on windows-based packages and application;

4.   Ability to work under pressure, perform work of a confidential nature and handle

 

SECRETARIES (2)

Responsibilities

Reporting directly to the Administrative and Finance Officer, and working in close collaboration with all SPU Operation Teams, the Secretaries will carry out the following specific tasks:

1.   Maintain the Coordinators and Advisers calendar of activities;

2.   Arrange appointments for the SPU and members of the team;

3.   Receive visitors and make appropriate arrangements for individual or group meetings;

4.   Place and screen telephone calls on behalf of the SPU and team;

5.   Answer phone enquiries or questions with discretion;

6.   Any other tasks that may be assigned by the Administrative and Finance Officer.

 

Requirements

1.   Completion of Secondary Education preferably with a specialized certificate in Secretarial work or related fields. Higher Diploma in Office Administration or related field would be desirable but is not a requirement;

2.   5-7 years of relevant experience in secretarial duties or office administration in the civil service or the private sector;

3.   Proven competence in the use of computer software applications such as MS Word, Excel, etc

4.   Ability to work under pressure, perform work of a confidential nature and handle

 

DRIVERS (7)

Responsibilities

Under the guidance and overall supervision of the Administrative and Finance Officer, drivers will be expected to carry out the following specific functions:

1.   Keep abreast of Advisers daily schedule and provide transportation services as required;

2.   Ensure that the car is clean and tidy;

3.   Maintain a decent, responsible and serious attitude to work;

4.   Ensure the availability of fuel at all times;

5.   Check the condition of the vehicle regularly and recommend maintenance and repair measures as appropriate;

6.   Perform any other duties as required.

 

Requirements

 

1.   Completion of Secondary Education and possession of a valid driving license;

2.   5 years work experience as a driver and proven ability to undertake minor vehicle repair;

3.   Possession of a safe driving record;

4. Knowledge of driving rules, regulations and protocol
