VACANCY ANNOUNCEMENT

The Shepherds Hospice Sierra Leone, an NGO providing palliative care and treatment for HIV/AIDS, and TB in Sierra Leone has received grants for two projects : "Access to Life, Social support and treatment of Tuberculosis and HIV affected people in Sierra Leone"

ONG-PVD/2006/118-752 and Health Development in Sierra Leone (HDSL) Project from European Union and Bread for the World , and the British Governmentís Department for International Development (DFID ) and Help the Hospices respectively . These projects will work to scale up palliative care and treatment for TB and HIV with focus on communities with limited access to health care .

The projects have the objective of injecting trained volunteer participation into the existing TB and HIV responses at community level whereby 14 Health Districts will each train 100 DOTS volunteers working under the co-ordinatorship of District Mobilization Officer who links volunteers with DOTS centers in terms of logistics , advocacy, supervision , training and reporting. District actions will be supervised by the District Health Management Team to work toward the Millennium Development Goal , Objective 6 Combat HIV and AIDS, Malaria and Other diseases

In pursuit of the above and the desire to develop a collaborative response to TB and HIV in Sierra Leone for scaling up of responses to both infections , these projects and other HIV related actions now announce vacancies as described below,

1.0 JOB TITLE PROJECT ADMINSTRATOR
1. 1 Location Freetown
1. 2 Qualifications


∑ Bachelors Degree in Human Resource Management or Accountancy and Finance
∑ Minimum of three year working experience with Reputable NGO
∑ State of the art knowledge and skills on accounting soft wares such as Quick Books, MYOB etc.
∑ High ability to communicate in written and oral English
∑ Preferably below the age of 40 years
∑ Ability to collect and analyze information for management reports
∑ Ability to provide leadership and motivation for team actions
∑ Ability to manage change effectively

1.4 Duration of Contract 11 Months subject to renewal
1.5 JOB DESCRIPTIONS

∑ Provide direct assistance to the Executive Director
∑ Conducts general HR services including, recruitment, Compensation and benefits, employment law and internal communications
∑ Adapt and Implement people and development programs to foster development of employees to their optimum potentials that meet organizational objectives
∑ Review and audits reports within the organization
∑ Manage information for productive utilization and reference
∑ Serves on the annual planning team for projects and program
∑ Collecting , maintenance and updating of personnel data
∑ Conduct personnel management functions , including management of time, holidays , retirement, Excused Duty, absence from duty, leave arrangements etc

2.0 JOB TITLE FINANCE OFFICER
1. 1 Location Freetown
1. 2 Qualifications

∑ TDA , Bachelors degree in Accountancy or Finance
∑ Minimum of three year working experience with Reputable NGO in the position of Finance Officer or related responsibility
∑ State of the art knowledge and skills on computer applications including excel and accounting soft wares such as Quick Books, MYOB etc.
∑ High ability to communicate in written and oral English
∑ Preferably below the 45 years
∑ Ability to collect and analyze information for management reports
∑ Ability to provide leadership and motivation for team actions
∑ Ability to manage change effectively

1.4 Duration of Contract 11 Months subject to renewal
1.5 JOB DESCRIPTIONS

∑ Maintains and keeps accounts on income and expenses of the Agency and its projects
∑ Conduct monthly bank reconciliation
∑ Assist with development of project and annual budgets
∑ Prepares annual financial reports for the Board of Directors and donors
∑ Prepares annual financial reports for external auditors ∑ Provide leadership for the finance team
∑ Conduct training for newly employed staff

2.0 JOB TITLE Project Officer
2.1 Location Freetown
2.2 Qualifications

∑ SRN, CHO or Diploma or Bachelor degree in Public Health
∑ Computer literate and skillful at excel
∑ Minimum of three years working with Reputable NGO
∑ High ability to communicate in English
∑ Demonstrable ability to manage crisis
∑ Ability to collect and analyze information for reports
∑ Ability to provide leadership for team actions
∑ Proven knowledge of the management of Primary Health Care in Sierra Leone

2.3 SALARY Attractive and negotiable
2.4 Duration of Contract 11 Months subject to renewal
2.5 JOB DESCRIPTION

∑ Supervise the District Mobilization Officers at district level
∑ Conduct follow ups on medical complaints that border on adherence
∑ Serves as assistant to the project manager on administrative matters
∑ Serves as core training personnel for DOTS
∑ Conduct monitoring of activities and report to the Manager
∑ Provide support to advocacy activities of DMOs at district levels
∑ Mobilize external resources to complement project resources for better result
∑ To receive all reports from the District Mobilization Officers and verify them

3.0 JOB TITLE District Mobilization Officer
3.1 Location District of application
3.2 Qualifications

∑ SRN, CHO or Diploma in Public Health, Bachelor of Arts in Social work or certificate in community development
∑ Holder of active license for Motor Bike
∑ Minimum of two years of residence in the District of application
∑ Minimum of one year working experience with Reputable NGO
∑ High ability to communicate in oral and written English
∑ Demonstrable ability to manage crisis
∑ Ability to collect and analyze information for reports
∑ Ability to provide leadership for team actions
∑ Proven knowledge of the management of Primary Health Care in Sierra Leone
∑ Readiness to work with TB and HIV patients
∑ Ability to work independently and achieve results

3.3 SALARY Attractive and negotiable
3.4 Duration of Contract 11 Months subject to renewal
3.5 JOB DESCRIPTION

∑ Conduct Advocacy on TB and access to free TB treatment
∑ Recruit and train DOTS volunteers on treatment adherence.
∑ Mobilize communities to participate in suspect identification and referral.
∑ Provide direct supervision of DOTS volunteers.
∑ Provide on-going technical support to volunteers from external sources including the NTP and MOHS.
∑ Mobilize logistics supplies for TB diagnosis and treatment to reach volunteers and patients.
∑ Liaise with NTP at district level for monitoring and supervision.
∑ Collects and collate all data on the project input and out put according to Fidelis format.
∑ Promote the use of fidelis format on limited access data collection on TB
∑ Provide a source of contact and information on the project at district level.
∑ Facilitate referral to inpatient care in consultation with NTP officers.
∑ Assess reward to volunteers based on AWTS.
∑ Facilitate networking and collaboration with other agencies such AIDS program
∑ Identification of patients needing special care for adherence to treatment
