JOB DESCRIPTION

JOB OF TITLE - Human Resource Manager
DEPARTMENT - Administration
LOCATION - NPA Headquarters - Siaka Stevens Street, Freetown

REPORTING RELATIONSHIP:

DIRECTLY ACCOUNTABLE: Head of Administration
GENERAL: Directly Responsible for: the Administration of the Human Resource Section and Staff of the Authority in general.

FUNCTIONAL RESPONSIBLITY:
i. Implements Management policies regarding recruitment, and placement of staff.
ii. Ensures proper interpretation of the collective Bargaining Agreement and the Scheme of Service for Senior Staff in all matters of control, discipline and welfare of staff.
iii. Ensures the implementation and update of the Personnel Data Base System.
iv. Maintains liaison with employee associations and initiates actions for the review of the Scheme of Service of Senior Staff and the Collective Bargaining Agreement and ensuring harmonious management/worker relationship.
v. Studies and recommends changes in the organisation structure and units in the Authority.
vi. Evaluates the performance of all staff annually in collaboration with their respective supervising officers.
vii. Counsels management on all personnel matters.
viii. Determine the resource needs of the Division and prepares the annual budget of the Division.
ix. Ensures prompt processing of documentation in such staff matters as posting, transfers, retirements, resignations, allowances and grants.
x. Any other duties assigned from time to time by Management.

AUTHORITY:
i Discipline and dismisses labourers and unskilled workers
ii. Determine equipment needs.
iii. Recommends organisational changes.

REQUIRED SKILLS. KNOWLEDGE AND ATTITUDE
- Applicant should have good communication skills.
- Proven experience in Management of Human Resource Team /Department.
- Experience in Managing Human Resource transformation and change.
- Excellent verbal and written communication skills, together with use of computer applications.
- Ability to work on own initiative and as part of a team.
- Good interpersonal skills and an ability to work under pressure.

QUALIFICATION AND EXPERIENCE
Minimum BA, BSc, in Business Administration or Equivalent Qualification in Economics, Commerce or Social Science from an accredited University or College. Post Graduate qualification is an added advantage.
- Applicant must have worked in Middle or Senior Management position for a period of not less than 5 years in a reputable Institution/Organisation.

AGE
Not less than 35 years and not more than 45 years.

SALARY: Attractive but negotiable

POSITION- INFORMATION AND TECHNOLOGY MANAGER

DEPARTMENT-

LOCATION-
Headquarters, Electricity House, Siaka Stevens Street
DIRECTLY REPORTING TO: Corporate Planning Head

NATURE AND SCOPE - Management of the Information Technology Section for providing support for the National Power Authority hardware and software facilities, Billing and Accounting-Software, Create a Data Base for Management information system.

The IT Manager is responsible for developing a Geographic Information System (GIS) for future use of NPA.

From a Technical perspective this position requires a high level of expertise in the area of IT/MIS/GIS Systems.

FUNCTIONAL RESPONSIBILITY:

REQUIRED SKILLS AND KNOWLEDGE
- The IT Manager is responsible for providing support for the NPA hardware and software facilities, billing and accounting software, create database for Management information system.
- The IT Manager is responsible for developing a Geographic Information System (GIS) for future use of NPA.
- The IT Manager will work closely with Heads of Departments and other Users in the on­going design, development, integration, implementation and testing of the proposed NPA utility integrated network system geared for electric utility service.
- The IT Manager is responsible for evaluating the MIS/GIS System enhancement and upgrade opportunity
- The IT Manager is responsible for all IT related matters.
- He or she is responsible for the identification, development, implementation, and subsequent system maintenance/application support for all IT related matters.
- NPA is going to develop a Strategic Plan. From an NPA business perspective, this position is responsible for defining business processes that support data quality and efficient utilization of the system for design, mapping and asset management, thereby leveraging NPAs financial and asset investment including MIS/IT/GIS matters.
- The IT Manager is responsible for developing and monitoring the annual NPA resource and budgetary requirements for the Authority. Provides business support in areas of best practices development, critical business metrics and training for new business users.
- He or she is to ensure that ail computers and their accessories are in good working order by drawing up and keeping close maintenance plans thus maximising the output of the equipment.
- Ensures that reports are produced in order to achieve quality work and graphical illustrations carried out in order to give a pictoral view of the Authoritys performance.
- Knowledge and experience :: Managing. Maintenance and Updating of IT networks. Hardware and software system
- Proven experience in Management of an IT Team Department.
- Ability to work and adapt to changing IT environment and development technology.
- Innovative and results driven individual with good interpersonal and analytical skills and an ability to work under pressure.
- Excellent verbal and written communication skills, with the ability to work on own initiative and as part of a team.

QUALIFICATION AND EXPERIENCE
A Bachelors Degree in Information Systems, Computer Science or Engineering discipline with a Minimum of 5 years MIS Work Experience.

AGE: Applicant should be not be less than 35 years and not more than 45 years.
