The GTZ –German Technical Cooperation- is supporting Sierra Leone in its development process. In order to enhance efficiency in internal service provision, GTZ intends to provide centralized services to programmes and projects from April 2010 onwards. Therefore, we intend to fill the undernoted positions. Suitable candidates are invited to apply not later than Thursday 18th March 2010 at 5.00 pm. Due to the number of applications received, candidates only selected for interview will be contacted.

Procurement Officer

· Procurement of material and goods for Office programs/projects according to GTZ rules and regulations
· Co-Ordination and monitoring of Procurement systems
· Effective co-ordination of International shipments and clearing processes
· Cost effective negotiations with suppliers and quality assurance
· Establish and maintain supplier services
· Asset Management monitoring – Internal Controls

§ Assists in and/or carries out other activities and tasks as assigned

Requirements

· At least 3 years professional procurement experience (Development organisation work preferable)
· Formal professional certificate/diploma in Procurement services/ Business Administration
· Excellent knowledge of procurement procedures
· High communication skills/ Fluent in English language
· High standards of confidentiality and loyalty and commitment to anti-corruption practice

Head of Section – Contracts, Procurement & Logistics

· Manage, co-ordinate and prepare contracts for programs/projects according to GTZ rules and regulations (non-employment contracts)
· Keep updated and advise on current laws in Sierra Leone
· Manage the Procurement Officer, to ensure effective services are provided · Provide effective Logistical support including travel arrangements, fuel management, insurances, visas and immigration processes
· Liaise with all key staff to ensure effective communications and management services are provided
· Provide support and ensure all offices implement GTZ rules and regulations
· Participate and lead in preparation of department budgets
· Participates in meetings and conferences as required
· Support the Administration Director to carry out Internal Control audits

Requirements

· At least 5 years professional experience in a similar position (Development organisation work preferable)
· Masters Degree in Business Administration and a formal professional certificate/diploma in similar area relevant to the role
· Excellent knowledge of management procedures and supervision experience
· High communication skills/ Fluent in English language
· High standards of confidentiality and loyalty and commitment to anti-corruption practice
· Fluency in second international language preferred
