II. Organizational Context


Within the context of Sierra Leone, the expected role and opportunities for UNDP in the governance area remains high. The capacity of the key government branches to define the strategic direction, increase policy coherence, as well as to ensure effective delivery of its strategic objectives is critical.

Under the direct supervision of the DCD(P), the Team Leader (TL) acts as the manager of the CO Governance programme and provides first-class expert advice to senior management as well as to Government counterparts. The main role is to facilitate implementation of the Governance Programme, ensure implementation of resource mobilization strategies, strengthen strategic partnership and donor intelligence, undertake knowledge building and sharing as well as monitoring and evaluation of Governance programme interventions. The TL also ensures that Governance interventions respond creatively to emerging challenges and opportunities. In addition to undertaking strategic planning and repositioning of Governance interventions, the TL also ensures that COs Governance interventions are consistent with UNDAF/CPAP priorities.

The TL provides sound leadership to the Governance Team and works in close collaboration with other programme teams and units within the office, staff from UNDP HQs, other UN system, government authorities, donor community, NGOs and civil society organizations.


III. Functions/ Key Results Expected

Summary of Key Functions:


- Ensuring the strategic direction of UNDP Governance Programme and provision of top quality, first-class policy advisory services to Management and the Government.

Management of the CO Governance Programme and supervision of the Governance team.

- Build and maintain strategic partnerships and support on resource mobilization.

- Facilitation of knowledge building and management particularly in the areas of governance related issues.

- Represent UNDP at  thematic groups and donor working groups meetings

1. Ensuring the strategic direction of UNDP Governance Programme and provision of top quality, first-class policy advisory services to Management and the Government focusing on the achievement of the following results:

- Analysis of key areas of potential interventions that will contribute to Governments priority goals for good governance, and development of concept notes for decision-making and policy making.

- Sound technical advice to Management and Government counterparts on current and emergency challenges, policy issues, threats and opportunities in the area of good governance and rule of law.

- Identification and synthesis of best practices and lessons learned directly linked to governance programme and the country development goals.

- Development of policies that will address the country needs in close collaboration with the Government and other strategic partners.

- Effective contribution to preparation/revision of CCA, UNDAF, CPAP and other strategic planning documents.

- Identification of strategic and innovative areas of cooperation.

- Operationalization of the Governance aspect of UNDAF/CPD in collaboration with the main partners and other UN agencies.

-As governance is a cross-cutting issue, provision of sound technical and policy advice to other programme teams within the office to enhance programme quality and sustainability.

- Participation in UN thematic/technical group(s) to help guide development and implementation of programmes and policies.

2. Ensures effective management of the CO Governance Programme and supervision of the Governance team focusing on the following results:

- Ensuring quality control and effective management of the full cycle of programming from formulation to implementation and achieving programme results.

- Effective application of RBM tools, establishment of management targets, development of projects annual workplans, and monitoring and achievement of results.

- Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking contributions and expenditures in accordance with UNDP rules and regulations.

- CO business processes mapping and establishment of internal standard Operating Procedures in Results Management, control of the workflows in the Governance Team.

- Effective monitoring, measuring the impacts of Governance Programme and evaluation.

- Constant monitoring and analysis of the programme environment, timely adjustment of programme.

- Ensures effective follow up to Audits recommendations and their timely implementation.

- Leadership to Governance team members and ensuring their top performance, continuous learning and advancement through effective guidance, coaching and mentoring.

- Under delegated authority, perform the function of Manager Level 2 in Atlas for development projects transactions approval.

3. Builds and maintains strategic partnership and support on resource mobilization focusing on the following:

- Establish the framework for scanning donors environment to determine areas of priorities on governance with particular reference to institutional development (e.g., human rights and access to justice; parliamentary development; electoral systems and processes; decentralization and local governance, and crisis prevention and recovery.  This is to determine countrys need, areas of cooperation and priority areas.

- Develop and implement partnerships for achieving effective resource mobilization to achieve programme outcomes.

- Establishment and coordination of partnerships with UN Agencies, international financial institutions, bilateral and multilateral donors, government institutions, organized private sector, civil society organizations and other stakeholders.

- Determination of programmatic areas of cooperation based on strategic goals of UNDP, country needs and donor priorities.

- Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation and identification of opportunities for cost sharing.

4. Undertakes facilitation of knowledge building and management particularly in the areas of governance related issues:

- Facilitate the process of creating and raising level of awareness of CO Governance activities.

- Create high level advocacy on pertinent development policies and programmes across the representatives of top echelon of the countrys stakeholders.

- Determine appropriate media of reaching out to the public on CO Governance programmes and design strategies for reaching the targets in collaboration with the Communication Unit.

5. Represent UNDP at  thematic groups and donor working groups meetings

Support the government to institute (as required) thematic and/or donor working -roups to discuss the emerging issues

- In consultation with the government, facilitate the work of the thematic group meetings to ensure synergies and coordination


IV. Impact of Results


The key results have impacts on the overall success of the COs program, UNDAF at the country and government level, the quality of sound technical advice has impact on the achievement of the overall socio-economic growth and the MDGs with a sustained and enduring peace and good governance in place.

VI. Recruitment Qualifications


Education:Minimum Masters Degree or equivalent in Social Sciences, International Relations, Political Sciences or related field or equivalent experience.

Experience:Minimum 7 years of relevant experience at the national or international level. Experience in research and policy-level analysis and advice. Experience in leading team, design, monitoring and evaluation of governance projects. Good experience in the usage of computers and office software packages, experience in handling of web-based management systems. Knowledge of governance issues (esp. public sector reform) and challenges and actors in country.

Language Requirements:Fluency (both verbal and written) in English and the national language of the duty station.

II. Organizational Context

Under the guidance and direct supervision of the Team Leader, Business Development & Oversight Unit, the Communications Specialist implements the corporate communications strategy, designs, manages and facilitates the implementation of the Country Office communications and publication strategies with a view to influence the development agenda, to promote public and media outreach and to mobilize political and financial support for UNDP.

The Communications Specialist supervises and leads the communications staff of the country office and has a strong regular working relationship with the Regional Communications Manager. The Communications Specialist also works in close collaboration with the Business Development, Programme and Operations teams, staff of other UN Agencies, UNDP HQs staff (Communications Office) and Government officials, international and local media, subject matter experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP communication strategy implementation.

A communications strategy tightly linked to program priorities helps position the Country Office in key development markets as a thought leader in ways that boost demand for various service lines and increase overall business opportunities.

III. Functions / Key Results Expected
Summary of Key Functions:

- Planning and design of internal and external strategies for communications and outreach
- Elaboration and implementation of the publications strategy and plan
- Supervision of the design and maintenance of the UNDP web site, intranet, CO web-based knowledge management system
- Support to business development

- Effective management of the Communications Office and supervision of Communications staff

1. Ensures planning and design of internal and external strategies for communications and outreach focusing on achievement of the following results:

- Planning and elaboration of communications needs assessments for CO (projects, country programme and corporate change initiatives, etc)
- Elaboration of the CO communications and outreach strategy based on the corporate communications strategy.
- Constructive and timely advice on inclusion of communications components in programme formulations to integrate advocacy and communication strategies into all aspects of UNDPs development programme.

2. Ensures elaboration and implementation of the CO publications strategy and plan focusing on the achievement of the following results:

- Elaboration and implementation of the CO publications strategy and plan based on the corporate publications policy.
- Identification and development of storylines for publications and substantive articles contributing to debates on key development issues.
- Coordination and management of all CO publication activities, including content management, norms for publishing, design, liaison with printers and other suppliers to oversee production and supervision of publications dissemination.

3. Supervises the design and maintenance of the UNDP web site, intranet, CO web-based knowledge management system focusing on achievement of the following results:

Design of the office web sites based on corporate requirements in cooperation with the ICT staff.

- Supervision and preparation of the content for the web sites ensuring consistency of the materials.

4. Supports the business development focusing on achievement of the following results:

Launches and campaigns

- Creation and promotion of campaigns to local and regional media that position UNDP and influences the development agenda based on current programme and new initiatives.
- Management, promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications such as the Human Development Report.
- Creation, promotion and maintenance of public information campaigns on UNDP activities, results of MDGs, UN Reform, etc. in association with other staff from Business Development Team

Outreach

- Promotional activities to position UNDP as a leader within the development space.q Increased coverage and understanding of the UNDPs work in the country or practice area through development and maintenance of media contacts and providing newsworthy information to national public and donors.
- Formatting, packaging and submission of programme initiatives for donor review in close collaboration with programme staff.
- Development and maintenance of close contacts with government officials, multilateral and bilateral donors, civil society and private sector for implementation of the communications strategy, organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.
- Forging of a "one UN" image through publicizing the significance of local UN reform efforts, joint programmes, common services. Organization and implementation of joint UN information campaigns (UN Day, World AIDS Day, etc.)
- Ensured access for journalists to subject matter experts.
- Regular newsletter to donors, donor reports, civic education and community awareness where appropriate to support projects

Public information

- Effective responses to inquiries for public information materials.
- Innovative and creative solutions to sensitive or corporately strategic public communications issues.
- Advocacy and promotion of UNDP mandate, mission and purpose.

5. Ensures facilitation of knowledge building and management focusing on achievement of the following results:

- Identification and synthesis of best practices and lessons learned directly linked to programme country goals and activities.
- Monitor practices, and project-specific news and developments in order to ensure guidance to the office that reflects the best and most current available information.
- Provides advice and support to UNDP inputs to CCA, UNDAF, CPD and other documents
- Sound contributions to knowledge networks and communities of practice including corporate communications repositories.
- Organization and provision of training, consultancy and advice to UNDP staff on communications.

6. Ensures effective management of the Communication Office and supervision of the Communications team focusing on achieving the following results:
- Effective management of the Communications Office, including preparation of the work plan, management of translations and contractual matters.

IV. Impact of Results

The key results have an impact on creation of effective communications and dissemination of information on UNDP as UNs global development network. In particular, the key results have an impact on implementation of UNDP communications and publication strategies, as well as reaching resource mobilization targets. Communications becomes a strong component of business development in the CO.

VI. Recruitment Qualifications

Education: Masters degree in media relations, journalism, publishing

Experience: 5 years of relevant experience at the national or international level in public relations, communications or advocacy. Previous experience with a multilateral or international organization is helpful but not mandatory. Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems.

Language Requirements: Fluency in the UN and national language of the duty station
