SPECIFIC PROCUREMENT NOTICE
Contract Name: UPGRADING OF THE LUNGI-PORT LOKO ROAD
Republic of Sierra Leone
UPGRADING OF THE LUNGI TO PORT LOKO ROAD

1. This Specific Procurement Notice follows the General Procurement Notice for this project which appeared in the United Nations Development Business and the African Development Bank websites on the 16th March 2009.
2. The Government of Sierra Leone has received a Grant from the African Development Fund towards the cost of the Lungi –Port Loko Road Upgrading Project, and intends to apply part of the proceeds of the Grant to cover eligible payments under the contracts for the upgrading of the Lungi-Port Loko Road. Bidding is open to all qualified bidders.
3. The Sierra Leone Roads Authority now invites sealed bids from prospective bidders for the following works: Upgrading of 62km of the Lungi to Port Loko Road to bituminous pavement standards, commencing at Lungi (KM0), going through Port Loko town and intersecting the new Freetown to Conakry Road at KM 62. The works also include the rehabilitation of 6.5km of Lungi township roads to bitumen pavement standards and gravelling of 30 km of earth feeder roads abutting the Project road and the construction of minor structures such as markets, and grain concrete slabs. The project is expected to be executed in 24 calendar months, followed by a defeats liability period of 12 calendar months.

Upon payment of a non-refundable fee of SLL3,000,00 or its equivalent in a freely convertible currency, payable to the Director of Finance, Finance Department, Sierra Leone Roads Authority for each set. Interested eligible bidders may obtain further information and inspect the bidding documents at the same address.

5. The instruction to bidders and general conditions of contract contained in the bidding documents comply with the Bank’s Standard Bidding Documents for the Procurement of Goods/Works
6. Bids shall be valid for a bid period of 120 days after Bids Opening and must be accompanied by the bid security in the amount of SLL 40,000,00 or its equivalent in a freely convertible currency and bids must be delivered in hard copy in person or registered mail to the Sierra Leone Roads Authority at the above address on or before 11:00am local time on Monday,21st May 2010. They will be opened in the presence of bidders’ representatives who choose to attend in the conference Room. Sierra Leone Roads Authority on the same day 21st May 2010 at 11:30 am local time.
7. Qualified domestic or regional bidders may be eligible to receive a margin of performance in a bid evaluation.
