INTERNATIONAL COMPETITIVE BIDDING

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, on 27 June 2005
2. The Government of Sierra Leone has applied for a grant from the International Development Association toward the cost of the Infrastructure Development Project, and it intends to apply part of the proceeds of this grant to payments under the Contract for procurement of Ancillary land works at the Port of Freetown.
3. The Sierra Leone Ports Authority now invites sealed bids from eligible and qualified bidders for the execution of the following works and services in one Lot only:

· Provision and installation of 10 no. new steel manhole covers for access to galleries
· Provision of 150 no. Fentek fenders and installation of 130 of the same on the quay at the port of Freetown
· Removal of 40 no. bollards and provision of 43 no. new bollards, installing 40 of the new bollards only to the quay at the port of Freetown

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004, revised October 2006), and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from Sierra Leone Port Authority and inspect the Bidding Documents at the address given below from 0900 to 1500 hours.

6. A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of anon refundable fee of Le 500,000.00 (Five Hundred Thousands Leones) or the equivalent amount in a convertible currency. The method of payment will be by Cashier’s Check. The documents may be collected by hand at the office shown address (A) below or will be sent by courier at an additional cost of US$ 10 for delivery in Sierra Leone and US$ 90 for overseas deliveries.
8. Bids must be delivered to the address (A) below at or before 10:00 am. On 24 May 2010. Electronic bidding will not be permitted Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person or on­line at the address (B) below at 10:00 am. On 24 May 2010. All bids must be accompanied by a Bid Security of not less than eighteen thousand United States Dollars (US$ 18,000) or an equivalent amount in a freely convertible currency.

INTERNATIONAL COMPETITTVE BIDDING

2. The Government of Sierra Leone has applied for a grant from the International development Association toward the cost of the Infrastructure Development Project, and it intends to apply part of the proceeds of this grant to payments under the Contract for procurement of navigational aids for the Port of Freetown.
3. The Sierra Leone Ports Authority now invites sealed bids from eligible and qualified bidders for the supply of the following new navigational aids in one Lot only:

· 1 ea. Cardinal Light Buoy
· 3 ea. Lateral Marker Light Buoys
· 2 ea. Nun Marker Buoys
· 1 ea. Rotating Beacon
· 6 ea. Marine Lanterns
· 3 ea. Range Lights
· spare parts for above

4.
