SIERRA LEONE ENVIRONMENTAL PROTECTION AGENCY

POST: DEPUTY EXECUTIVE DIRECTOR, FINANCE AND ADMINISTRATION.
Age: Not below 35 years.
Reports to
: Executive Director.

Assists the Executive Director for the day to day administration of the Agency.

Essential Duties and Responsibilities

.Responsible for the supervision, administration and operations of the Accounts Department and maintaining an efficient Management Information System.(MIS);
· Develops a strategic short term and long term financial plan that will be a part of the Agency’s long range strategic plan;
· Participates in all strategy meetings for planned expansion of the Agency and projection of future Agency growth;
· Implements the financial, accounting and cash management policies designed by the Board, and advises on the soundness of these policies;
· Supervises the preparation of accounts, budgets and budgetary control reports including annual operating and capital budgets;
· Ensures financial oversight of all financing operation and practices of the Agency;
· Ensures the development of project quarterly financial plans and budgets;
· Liaises with donors, banks, government officials and other partners relating to financial issues;
· Advances and maintains all agency accounting records utilizing a computerized accounting program and keeping an offsite backup of all records as needed
· Directs, supports and coordinates monthly quarterly partner/ donor financial reporting processes as and when due;
· Liaises regularly with field offices or. financial and administrative matters;
· Ensures accounting and operation information is complete and reliable;
· Manages the payroll of the Agency.
· Takes custody of the Agency’s accounting documents and maintains and liaises with the External Auditors.
· Other duties, as time permits, at the discretion of the Executive Director.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed are representative of the knowledge, skill, and/or ability required.

Education and/or Experience

Bachelor’s Degree in Accounting, Finance. Business Administration, or related field; and Seven (7) to ten (10) years progressively responsible experience supervising and managing financial operations and activities; or any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Computer Skills

Must be able to enter data, generate reports, perform word processing tasks, create and manage spreadsheets.

Other

Excellent problem solving skills and mature judgment; highly organized and capable of managing several tasks at one time; an understanding of the significance of confidentiality

Competence in wide ranging computer skills is a prerequisite.

THE SIERRA LEONE ENVIRONMENTAL PROTECTION AGENCY.

Applications are invited from suitably qualified Sierra Leoneans to fill the following vacant positions at the Sierra Leone Environment Protection Agency (SLEPA). The SLEPA is a body that provides for the effective protection of the Environment and related matters.

Position: DEPUTY EXECUTIVE DIRECTOR, OPERATIONS SUPPORT AND RESEARCH

Function: Assists the Executive Director of the Sierra Leone Environment Protection Agency in implementing the strategic goals and objectives of the Sierra Leone Environmental Protection Agency

Reports to: Executive Director Board of the Sierra Leone Environmental Protection Agency.

- Undertakes research on pollution the control, natural resources management and the state of the environment;
- Assists the Executive Director in the implementation of awareness raising and information transfer;
- Undertakes the mainstreaming of environmental and natural resources management into national development policies, programmes and projects;
- Assists the Executive Director in the formulation of environmental policies, standards, regulations, strategic and operational plans;
- promotes the domestication of International/Global Environmental Agreements, Protocols and Conventions;
- Supervises the implementation of International/Global Environmental Agreements, Protocols and Conventions;
- Coordinates the development of strategic Environmental Impact Assessment framework for all the public sector policies;
- Supervises the implementation of environmental auditing and quality control;
- Monitors the implementation of strategic and Environmental and Social Impact Assessment of policies, programmes and projects;
- Coordinates the development of the framework for monitoring the implementation of chemical control and management;
- Supervises the enforcement and compliance of environmental standards and regulations;
- Monitors the operations of industries;
- Supervises the public relations of the Agency;
- Supervises the coordination and cooperation of Inter-sectoral and International Agencies for effective sectoral environmental management;
- Provides direct supervision to the line Directors on department activities;
- Maintains a record of the environmental impact assessment licenses issued by the Sierra Leone Environment Protection Agency (SLEPA).
- Develops and maintains a database of activities to the inspection of premises and or facilities of projects listed under the Act.

QUALIFICATION

• Advanced Degree or professional qualifications with at least a first degree in Environmental/Natural Resources Management/ Environmental Law, Engineering or related field with at least eight years relevant working experience with three years at senior management level. Experience and proven knowledge in Carbon Trading Negotiations and Environmental Impact Assessments will be an advantage. Competence with computer skills/ programming is requisite.

POSITON: Deputy Executive Director in charge of Field Operations and Extension

Function: Assists the Executive Director of the Sierra Leone Environment Protection Agency to implement the strategic goals and objectives of the Sierra Leone Environmental Protection

DUTIES AND RESPONSIBILITIES

- Reports to the Executive Director;
- Assists the Executive Director in overseeing, coordinating and supervising the overall operation of the Agency at regional district levels;
- Assists the Executive Director to coordinate and monitor the implementation of environmental policies, programmes and projects of the Agency, line ministries and environmental non-governmental organizations at regional and district levels;
- Provides guidance to District Councils Environmental committees on all matters relating to the protection and management of natural resources and the environment;
- Ensures that environmental planning and state of the environment reports at regional and district levels are undertaken in collaboration with the Department of operations support, planning, policy and research;
- Investigates areas of environmental degradation, deforestation and pollution;
- Assists the Executive Director in the coordination and implementation of ESIAs at regional and country levels in collaboration with the department of operations support, planning and research;
- Ensures that public hearings on environmental impact assessments in the districts are undertaken as prescribed in the Act in collaboration with the Environmental quality control department;
- Maintains a record of the environmental impact assessment licenses issued by the Sierra Leone Environment Protection Agency (SLEPA);
- Ensures enforcement and compliance actions are implemented at regional and district levels in collaboration with the Department of environmental quality control;
- Determines and reports cases of environmental emergency at regional and district levels;
- Establishes and advices the needs for the Agency on all matters related to logistics, equipment, training etc;
- Provides technical guidance to the environmental officers at regional and district levels and District Councils environmental officers;
- Assists District Councils in the development of their environmental education strategy and awareness raising programmes in collaboration with the Department of Environmental education and information;
- Guides the design of strategies and plans for environmental protection and management at regional and district levels;
- Coordinates and monitors the implementation of environmental education and awareness raising programmes carried out by the district councils;
- Develops and maintains a database of activities related to the inspection of premises and or facilities of projects listed under the Act.
