It is ironical that the suspended Chief Administrator (CA) of the Freetown City Council, Bowenson Philips who was recently accused of misusing council’s funds in the tune of One Hundred and Fifty-one millions Leones, is in the United Kingdom (UK) to represent the council in an international summit organized by Hastings Council.

This was revealed to newsmen by the Mayor for the Freetown City Council Herbert George Williams on Monday 18th October 2010 at the conference hall of the Freetown City Council. According to the mayor, few days after he was forced to go on leave for his act, the CA departed the shores of Sierra Leone for UK to attend the summit. He explained that when the invitation came for him as mayor to attend the summit, he was out of the country at the time on an official appointment, but as there was the urgent need for an acknowledgement, the CA sent his own name to represent him at Hastings. "On my return from the official assignment, I tried to withdraw the CA’s name but was too late so that was how the CA made his way to the summit," he furthered. He however, hastened to say that Bowenson Philips’ trip to UK was not in anyway funded by the council or the Government of Sierra Leone but on his own volition.

Also, Mayor Williams revealed that while he was out of Sierra Leone attending official assignment, the Chief Administrator took upon himself to authorize a workshop for a dialogue forum to be held for council staff on devolved functions, which he went on amounted to the tune of one hundred and fifty-one million Leones. The Mayor however, hastened to state that though the workshop was very important the council could not fund it especially when it came at a time when almost 90% of the council staff were complaining salary hold up.

Mayor Williams revealed that the Anti-Corruption Commission has already written a letter to the council requesting all necessary documents regarding the disbursement of the Le.151 million Leones and that internal investigation is still ongoing while the CA proceeds on leave. As of last evening, all efforts to contact Mr.Philips for his own side proved futile. Awareness Times stands ready to carry his own side if he so requests.
